Too much of mutators and duplicates found in your MVE.ini,

1. ServerActors=UN1.NewNetServer (Master NewNet Actor), why you want load this 1000 times?
2. Still using old NewNet? (UltimateNewNetv0_9_Beta.NewNetServer)
3. UN1 remove all from MVE pack list

And if you rename coop maps with a prefix ?
I do that on a multimod here the way config.

mapname.unr to DM-COOP-mapname.unr
CustomGameConfig[5]=(bEnabled=True,GameClass="Botpack.DeathMatchPlus",NewPrefix=" ",Mutators="QAnnouncer.QAnnouncer ...........
List5Filter[0]= -COOP*

1/ there is a space instead of NewPrefix=" "

2/note there is a space after [0]=
before -COOP*

3/ you can rename all the maps in same time with ant-renamer
just for info i use ant-renamer_2-12-0_fr_11103.exe and can send it if needed.

have you try to with not rename but use ExcludeFilter filter with all you have ?
Play all map but exclude DM CTF .......

Don't forget
bUseExcludeFilter=True

The map name is for example: Vortex2.unr
What to exclude?
use a space no prefix for the gameconfig prefix coop and exclude from it
All other existent prefix with -*
DM-*
CTF-*
etc....

Not update change SavedTime under assault so all time start a revenge sequence with the same time for all maps.

Not respect the set VoteTimeLimit and ScoreBoardDelay.
If ScoreBoardDelay True to 10 or all other values ... that immediately open.
If VoteTimeLimit True that immediately count 5 secondes and set a new map.


MapVoteULv2_4 do the work for all this.
